The decadal growth during 2001-11 (19.17 per cent) is lower than the decadal growth during the 1991- 2001 (22.66 per cent), the State has registered 1 point decline of Total Fertility Rate from 2.5 to 2.4 in 2011 (SRS). The effective couple protection rate has stagnated around 47.9 per cent (GoI). The growth may create a stress on our limited resources. So the need for population stabilization is urgent. The Twelfth Plan needs to address this issue by providing revamped strategies dedicated for family planning services in Gujarat in coordination with MCH services under NHM. Convergences with other departments need to address the underlying factors of high fertility like child mortality, women’s empowerment, early age of marriage etc.

Safe Abortions

Medical Termination of Pregnancy Act (MTP), 1971, is very useful law for governing safe abortion service in India. Unsafe abortions have become rampant in India. The country recorded 6.5 million abortions in 2008 out of which 66 percent abortions were deemed unsafe abortions. India also recorded the major chunk of abortions that took place in south and central asia-6.5 million out of total 10.5 million. These are the findings of latest global abortion figures released by World Health Organization and Guttmacher Institute, New York published in The Lancet. Unsafe abortions accounts for a huge amount of maternal mortality and morbidity in Gujarat also. According to latest SRS reports (SRS-2007-09) on maternal mortality, 8 percent of maternal mortality in India (as Gujarat specific data is not available) was caused due to unsafe abortions.
